The wording "ALL NECESSARY MEANS" is diplomatic language for authorizing use of force. Those were the words used in UN Resolution 678 which did authorize war. The words were intentionally removed from the 1441 draft because Security Council members France and Russia did not want to authorize war. It is a shame that I have to do the research for you.
